The Montgomery County Housing Authority at Crest Manor provides low- and moderate-income families with safe and affordable housing through homeownership opportunities in the Crest Manor housing community. Crest Manor consists of 40 semi-detached home units. It also operates a community center and conducts homeownership and financial planning workshops weekly.
Located in the Chester County Justice Center in suite 1400, the Clerk of Courts is responsible for maintaining records for all criminal cases as well as posting bail, docketing criminal records and naming costs and fines for criminal cases. The Clerk of Courts is an elected official who is also responsible for maintaining criminal court dockets and providing a storage space for evidence exhibits. The Chester County Clerk of Courts is Frank McElwaine.
The Chester County Sheriff is located in the courthouse. He is responsible for law enforcement throughout the county. The department works with both municipal law enforcement agencies as well as state and federal authorities on all levels of crime. The Chester County Sheriff is headquartered in the Chester County Justice Center and is run by Carolyn "Bunny" Welsh.
The many district courts of Montgomery County serve as the initial tier of Pennsylvania's Unified Judicial System. The district courts maintain jurisdiction over criminal preliminary arraignments and preliminary hearings; summary criminal offenses; traffic offenses; municipal code violations; landlord/tenant suits; and civil claims in which damages do not exceed $8,000. This is the magisterial district of Horsham Township; it is presided over by the Honorable John S. Murray III.
Patricia Norwood-Foden oversees the Chester County Court Administration, which is responsible for all non-judicial functions of the court. The administration manages personnel, budgets, scheduling and information systems. It is also responsible for public information, jury management and interacting with various groups and agencies.
Magisterial District Number 05-2-19 serves Dormont and Mount Lebanon. District justices handle issues including traffic tickets and determine whether there is probable cause for criminal cases to advance to common pleas court. District Judge Larotonda is serving his second six-year term.
Opened in 2000, the Center handles the county's youth offenders. The Office of Juvenile Probation is here, as well as the Juvenile Detention Center. The Center is also home to an eighteen-bed treatment program, which helps to rehabilitate young men.
The Chester County Bail and Pretrial Agency is a division of the Adult Probation and Parole Department. It is located in suite 2300 of the Chester County Justice Center. The agency is responsible for investigating and providing recommendations about bail risk. It is also responsible for monitoring defendants released on bail and notifying the court of any violations of the defendant's bail conditions.
Headquartered in the Historic Courthouse, the Chester County Solicitor represents the county in all legal matters, including all lawsuits brought against or by the county. The solicitor also provides legal advice and guidance and prepares or reviews contracts, agreements, resolutions, ordinances, deeds and leases for county departments. The solicitor also provides legal representation to county officials and departments in county matters. The Chester County Solicitor is Thomas L. Whiteman.
Chester County Juvenile Probation, located in suite 3100 of the Chester County Justice Center, is responsible for providing probation services for delinquent youth. The ultimate goal of the department is to ensure accountability and develop skills while still protecting the victim. The department is overseen by Marietta Lamb-Mawby.
