The Chester County Commissioners Office houses the executive department of the County government. A three-person board, the Chester County Commissioners are elected every four years and make policy decisions as well as fiscal management and county affairs. The three Chester County commissioners are Carol Aichele, Terence Farrell and Kathi Cozzone.
Located in the Chester County Justice Center, the Chester County Court Reporters is responsible for providing a word for word account of municipal and common pleas court proceedings. It is also responsible for maintaining all exhibits admitted into those proceedings, and it must provide a record of those proceedings upon request. William Handy is the chief court reporter.
This sprawling building in Easton's West Ward is where most county business takes place. Civil and criminal court cases are decided here; the government center is also home to the offices of the county executive and county council, which meets twice a month. Other offices in the government center include the District Attorney, Department of Community and Economic Development, Register of Wills, the criminal and civil courts division, the protection from abuse office and orphan's court.
Located in the Chester County Justice Center, Chester County Domestic Relations is a division of the court that makes rulings in child support cases. It also monitors and enforces child support orders as well as establishing paternity. Chester County Domestic Relations is located in suite 34oo of the justice center.
Chester County Detectives is responsible for investigating crimes under the jurisdiction of the Chester County District Attorney's office and working with federal authorites on matters such as terrorism, drug traffiking and computer crime. The head detective is James C. Vito, with the detectives' office located in the Chester County Justice Center.
Chester County District Court 15-2-05 is responsible for processing motor vehicle violations, summary offenses and local ordinance violations. Landlord-tenant matters and civil claims that do not exceed $8,000 are also processed. Criminal cases are filed at the appropriate District Court for arraignments and preliminary hearings. The judge for District 15-2-05 is Chester F. Darlington. The Court covers the Borough of Malvern and the townships of Willistown, East Goshen and East Whiteland.
The Clerk of Orphans' Court located in the Chester County Justice Center, Suite 2200, accepts fillings for adoptions, guardians of minors and incapacitated persons. This office is are also responsible for issuing marriage licenses. The Clerk of the Orphans' Court is Paula Gowen.
The Northampton County Criminal Administration Building is a part of the Northampton County Department of Corrections. This location handles adult probationary matters, pretrial services and DUI offenses.
Northampton County Juvenile Detention Center is a 60-bed facility that serves deliquent youth. The facility has four programs, a detention center, treatment center, short-term offenders program and specialized treatment/forensic program. Opened in 2000, the facility's programs treat boys who have behavioral, social, emotional, drug, sex and alcohol problems.
