Vermont Electric Power Company, located in Rutland, Vt., builds, owns and operates the state of Vermont s high-voltage electric transmission system. The company does not own any generating plants or the distribution lines that bring power to individual homes and businesses. VELCO is a private company owned by the states retail utilities, including investor-owned, municipal and cooperative utilities. VELCO was organized in 1956 to develop an integrated transmission system to interconnect the numerous Vermont electric utilities and to provide them with access to economic power from the St. Lawrence River project. The initial 224-mile system was placed in service in September, 1958. Its current transmission system consists of 534 miles of transmission lines, 25 substations and a 200 MW back-to-back HVDC Converter.

Formed in 1939, Washington Electric Cooperative serves over 10,000 members, mostly residential consumers, in 41 towns in north-central Vermont and in counties of Washington, Orange, Caledonia and Orleans. Based in East Montpelier, Vt., it operates approximately 1,200 miles of distribution line with eight substations. The cooperative also owns and operates the 800-kilowatt Wrightsville hydroelectric generating station, which is a store-and-release plant located at the Wrightsville Dam on the North Branch of the Winooski River.
