Founded in 1941, the Lavaca-Navidad River Authority is a conservation and reclamation district of the State of Texas. Located in Edna, Texas, the authority manages, conserves and protects the water resources of the Lavaca River Basin. It additionally operates and maintains the Palmetto Bend Project, including the spillway and river outlet works. The project provides water supply for municipal, industrial and environmental interests through operational and management decisions. The authority runs several programs, such as water quality and water conservation programs. Its Clean Rivers Program involves water monitoring, publishing annual reports of water conditions per basin, and public outreach and education.
