Highland Park Housing Comission was started to help develop low- and moderate-income housing for seniors and families.  Created in 1973, it has continued to offer affordable housing opportunities with the help of three not-for-profit groups.  The 400 Central Street Apartments were the first development by Highland Park Housing.  Built in 1978, the 68 rental units were built for senior living.  The Housing Comission also developed affordable condominiums among the other apartments and townhomes in Highland Park.
